Whether or not to train learning skills "was" a choice, a very important one.
If you think that training learning skills was mandatory on every character you might want to create, you need to put a great deal more thought into why there are three characters on every account and what they can/should be used for.
Regardless, you "chose" to regard them as mandatory. Others (frequently and for good reason) did not. The point being that now there is no longer a choice to be made.
End point...learning skills are going buh-bye. Deal with it or GTFO...either way HTFU.
